Weighted civic score for Ghana public-sector accountability. The question sets emphasize service delivery, jobs and cost-of-living impact, public financial management, transparency, communication, and institutional trust. Benchmarked against current public concerns reported by Ghana Statistical Service, IMF Ghana program commentary, World Bank Ghana country priorities, and Afrobarometer Ghana governance/service-delivery findings. Last checked 2026-05-24.

• 20% How well does this minister deliver against promises and timelines?
• 20% How accountable and ethical is this minister in office?
• 15% How clearly does this minister communicate with the public and Parliament?
• 15% How well does this minister handle crises and persistent service problems?
• 10% How evidence-based and inclusive are this minister's decisions?

Complete ratings are averaged per question, then each question average is multiplied by its configured weight. The score shown on each card remains that public average out of 10.

Rating order also applies a confidence adjustment: each entity starts from a neutral 5/10 baseline, and its public average carries more weight as more ratings come in. That keeps a one-rating high score from automatically outrating a widely rated steady score.

Entities still need at least 1 rating before they appear in promoted rating positions.
